A Billion Bullets and You

I used the type style "anal" for a reason. Follow closely: there has been much made on national TV and on the net about Mr. Obama's administration of late buying 1.6 Billion bullets. That's all the info I've been able to get, and, all the other sources have been able to disclose so far.
    The question is - WHY? As a student of human behavior, I ponder this

• Our economy teeters even after our leader declares otherwise 
• Everyone and his dog is selling gold, TV, radio, newspapers, etc ask any economist WHY gold climbs in value so much. Don't depend on my word - ask a pro.
• You know those self contained lanterns you see on TV, the old fashioned kind? I just bought three, run on those big chunky batteries. Asked the store clerk how are they selling? Told me he's working on his third truck load.
• Brand new gun store in Tucson (three opened in Tucson in one year,) can't keep AR15s on the shelf, he's short on ammo. 

No one can hazard a guess as to why Uncle Sam is buying up OUR ammo??!!

1. buying to bulk up for N Korea?
2. buying them to street to street against us?
3. going to need them for a gun-confiscation of American citizenry?
4. How about bulking up for Iran?
5. Here's a popular one with Chris Rock...how about if bullets cost !,000
